Howdy! Actually, I’m not really sure. When I found the picture the website didn’t credit an author and it also didn’t specify how it was done. If I had to guess, I’d say it was probably a sticker. I have a Konad stamper of a snowflake, but it doesn’t look like the one in the picture. However, there’s a nail tech that I work with who has painted similar snowflakes onto her nails before, so I know it can be done with acrylic paint and a tiny art brush. We made our own brushes by taking a brush pack from a craft store and cutting most of the bristles off to leave a very thin wisp.
